    Comment "1. The method used by the Commission1 is based on Commission Decision of 27 April 2011 determining transitional Union-wide rules for harmonised free allocation of emission allowances pursuant to Article 10a of Directive 2003/87/EC, CELEX:32011D0278/EN 2. The 'correction factor' has been controversial since it applies equally to all installations regardless of their energy efficiency and has tended to reduce the overall number of free allowances.
